  1. BOC picks CMOC as preferred partner after its process

  2. The Autonomous Bouganville Government, who owns 73% of BOC, says no, prefers Lloyds

  3. Lloyds sets up PNG subsidiary and talks about a long-term mining/cooperation agreement for Panguna

  4. BOC signs a non-binding 90-day cooperation agreement with Lloyds in April 2026. That agreement did not oblige either party to proceed with a binding deal

  5. ABG then tells BOC that Bougainville Minerals has been granted LSML-01 over the same ground, suspending and subordinating BOC’s EL01

Bougainville will reopen Panguna, just unlikely through BOC. Unfortunate for the minority ASX investors… Sovereign risk has a whole new meaning with “autonomous governments”
